Type of contract: Full-time and undetermined duration contract (CDI)

We are currently looking for a Data protection officer (m/f), reporting to the Direction, for a permanent position on a full-time basis (40h/week).

 

ABOUT THE LABORATOIRE NATIONAL DE SANTE

 

The LNS is a major player in Luxembourg’s healthcare sector, serving the country’s patients, doctors and hospitals. Under the supervision of the Ministry of Health and Social Security, the LNS is a multidisciplinary public institution organized around six diagnostic departments, two of which are designated as national diagnostic centers for human genetics and pathology respectively.

The LNS employs around 400 highly qualified staff with diverse backgrounds. The main purpose of the LNS is to develop analytical activities and scientific expertise relating to the prevention, diagnosis and monitoring of human diseases; to act as a national control or reference laboratory; and to carry out forensic missions. The LNS also collaborates with the University of Luxembourg and other biomedical research institutions, both nationally and internationally, on research and teaching activities.

In particular, in the field of diagnostics, the LNS covers the following fields of application: medical biology, microbiology, forensic medicine, environmental medicine, morphological and molecular pathology, and clinical genetics, as well as sequencing for rare diseases, oncology and pathogens.

Responsibilities :

The DPO’s main mission is to ensure that LNS complies with the legal framework relating to personal data and, in particular, to:

– Independently ensure compliance with the European Regulation (GDPR) and national texts relating to personal data;

– Establish and keep up to date the documentation relating to the processing of personal data (including the processing register);

– Measure potential discrepancies between the establishment’s practices and the legal obligations set by the GDPR or the law in terms of personal data whether in existing processing or processing projects;

– Design and deploy action plan to bring processing operations into compliance with data protection regulations;

– Support and guide internal contacts in the analysis of their processes, the identification of processing operations and their compliance;

– Analyze the needs of the laboratory’s different services (administration & medical services) in term of training related to personal data protection, based of needs identified and train staff in the procedures to be followed;

– Empower the controller(s) or processor(s) accountable for the risks incurred in the event of non-compliance;

– Ensure that the concerned persons are informed of the processing operations carried out by LNS involving their personal data, and of their rights;

– Independently ensure compliance with internal rules on the protection of personal data;

– Provide advice to LNS management and the Board of Directors, and release reasoned and documented opinions and recommendations;

– Act as the privileged point of contact for the supervisory authority, notifying data breaches and communicating independently on issues relating to processing carried out by LNS;

– Contribute to the implementation of new tools and methods to facilitate data processing in compliance with regulation;

– Maintain a legal, technical and sectoral watch on data protection, and ensure the integration of regulatory changes, or even anticipate certain measures.

This list of tasks is not intended to be exhaustive. Tasks may vary according to the specific needs of LNS.

Profile :

– Master’s degree or degree related to privacy and data protection;

– Certification as a Data Protection Officer would be considered as an asset;

– Solid knowledge and practices in data protection;

– Solid knowledge of information technology, law and specific healthcare legislation;

– Ability to manage stress and resist to external pressure;

– Demonstrate objectivity, impartiality, integrity and discretion;

– Own a critical and analytical mind, and respect confidentiality;

– Excellent communication skills, with the ability to demonstrate authority and diplomacy when necessary;

– Fluency in English and French is essential; knowledge of German and/or Luxembourgish would be considered as an asset.
