The Laboratoire national de santé (Luxembourg public institution) is recruiting a Department coordinator (m/f)  Ref °365 for a full time (40 h/week) role and a permanent contract for the Department of Microbiology.

About the Laboratoire national de santé

The “Laboratoire national de santé” (LNS) is a public institution under the supervision of the Ministry of Health in Luxembourg. LNS is organized as a multidisciplinary institute and supported by a professional services team, the LNS includes four scientific departments in the fields of medical biology, microbiology, forensic medicine, and health protection, in addition to hosting the National Center of Pathology and the National Center of Genetics. The LNS is based at Dudelange, with state of the art, modern infrastructure in line with recent developments in medical sciences.

The department of microbiology offers reference laboratory activities in partnership with various other public and private laboratories in the country. The department is nominated as National Reference Laboratory for Acute Respiratory Infections. At the same time, it works closely together with the Ministry of Health and the European Centre for Disease Prevention and Control (ECDC).

Job Description

The department coordinator will ensure the smooth operation of the department services. The appointee is responsible for supporting the ongoing projects within our department in collaboration with the heads of service to ensure the delivery of projects with efficiency and quality within budget. He/she is responsible for managing and overseeing the day-to-day operational functions of the department of Microbiology. Of particular importance is the implementation of processes for improved efficiency and performance of the department.

The department coordinator also acts as a point of liaison between the head of the department and different LNS support services. The appointee will support the expanding project portfolio of the Department of Microbiology, the digital transformation plan and the introduction of performance indicators and risk management. He/she effectively initiates communication between all stakeholders in order to grow and support production and service activities to ensure smooth progress.

Essential

  • Master in Business Adminstration or Master in science with experience in project management.
  • 2-5 years experience in project coordination.
  • Experience in operational support and portfolio management.
  • Strong and proactive monitoring of the assigned tasks.
  • Experience in change management and strategic planning.
  • Rigor, motivation, creativity and originality, project proposal writing skills, conciseness, sense of priority and Excellent interpersonal skills..
  • Languages skills: excellent command of English and French, additional knowledge of German would be considered a strong asset.
  • Able to effectively convey information to staff at all levels in written, and verbal formats
  • Demonstrate good time management with the ability to carry out tasks methodically including those requiring manual dexterity
  • To be able to work unsupervised and experience supervising others.
  • Flexible approach and attitude to work with the ability to integrate and work in a team.

Desirable

  • More than 10 years of Leadership experience in project coordination.
  • Strong and proactive monitoring of the assigned tasks and awareness of Key performance indicators.
  • Experience in change management and strategic planning.

Involvement in digital transformation projects in the laboratory setting.

Key Responsibilities

  • Assist Department Head and initiate and monitor projects that comply with the strategic objectives of the department and ensure the follow-up of project portfolio with LNS CFAO.
  • Coordinate with project leads and contribute to administrative and logistic of the various department activities.
  • Provide comprehensive data analysis, creation of project documentation, and coordination of teams.
  • Defines the innovation of the production strategy based on the overall department strategy and checks if it is executed as planned
  • Orchestrate the digital transformation plan of the department by implementing digital approaches to improve operational robustness and foster a “digital lab” concept in alignment with LNS strategy for digitalisation.
  • Leads the operations to advance strategy, culture, talent development, and operations with an emphasis on productivity, efficiency and quality.
  • Provide key support to the department’s involvement in European and international diagnostic activities in collaboration with the department scientific officer.
  • Provide comprehensive data analysis and creation of department dashboard and setting up key performance indicators.
  • Partner with the LNS support services (e.g. IT and Metrology) to ensure the delivery of excellent laboratory services and liaison with national and international partners.
  • Lead the handling and resolution of complex issues and complaints in collaboration with the department’s Quality officer.
  • Monitor, analyze, and justifies expense and revenue within departments.
  • Co-Lead the Department Operational Team, to take part in management review meetings and the identification and implementation of ongoing quality improvements.
  • In collaboration with the LNS safety officer, takes delegated responsibility per LNS policies and procedures.
