Laboratoire national de santé (a Luxembourg public institution)is recruiting HR Business Partner (m/f) for a full time (40h/week) and permanent contract.


About the LNS

The Luxembourg National Health Laboratory, “Laboratoire national de santé” (LNS) is a public institution operating under the supervision of the Ministry of Health in Luxembourg. It is organized as a multidisciplinary institute, which along with an administrative department, includes six scientific departments related to the fields of morphological and molecular pathology, genetics, medical biology, microbiology, forensic medicine and health protection.


The LNS has new premises with modern, top-notch infrastructure to respond to the requirements and most recent developments in medical and analytical sciences. The purpose of the LNS is to develop analytical and scientific expertise related to the prevention, diagnosis and monitoring of human diseases; to ensure the role of a national control and reference laboratory and to provide medico-legal services.


The LNS contributes to the development, harmonization and promotion of laboratory methods in projects in cooperation with other laboratories and develops research and teaching activities in collaboration with ad hoc partners in Luxembourg and abroad.

Job Purpose:


This role works closely with managers at all levels to implement a performance driven culture, to support organizational and cultural change, to optimize leadership capabilities, organizational effectiveness and strong engagement. It is responsible for supporting people managers and employees and reports directly into the Head of HR in an environment characterized by change and complexity.



Core Responsibilities:

  • Take full ownership for the entire employee life cycle for the units you support to include:
    • Recruitment and Onboarding
    • Performance Management
    • Talent Management, including critical talent and succession planning
    • Learning and Development
    • Engagement and Retention
    • Organizational design (including workforce planning)
    • Compliance with employment law, policies and procedures
    • Change Management


  • Act as a trusted advisor to managers on all people matters, from strategy to implementation of best practice HR solutions
  • Drive informed decision making by using data and metrics to identify key trends and determine root causes of issues in cooperation with the Head of HR
  • Identify and take action on coaching opportunities at individual and team level
  • Act as first point of contact for all ER issues and employee life cycle matters
  • Understand organizational priorities and contribute to achieving business and HR goals that align with strategic goals
  • Drive ongoing HR projects, such as roll out of HRIS, quality management, work-life balance and wellness programs
  • Contribute to the development of the HR function
  • Share HR best practice, act as a role model and coach to junior HR team members and HR operations team
  • Organize HR team activities and events
  • Challenge the status quo and champion continuous improvement to build a great place to work


Your Profile:


  • At least 7-8  years of experience as a HR generalist and business partner with a proven track record, including in coaching and managing others
  • A solid, relevant academic record, very likely at Master’s level preferably in HR Management or Business
  • Command of at least one HRIS and ATS
  • Strong communication and presentation skills; easily approachable, responsive, active listener, empathic and inspiring trust
  • Self-starter and innovator, with the capacity to softly persuade and engage through strong arguments
  • Professional proficiency in English and fluency in at least another language among French, German and Luxembourgish
  • In-depth knowledge of Luxembourg employment law and market practice
  • Demonstrated competence in people development, coaching, negotiating, conflict management, employee relations and change management
  • Experience with design and delivery of learning and development solutions
  • Expertise in HR metrics, KPIs and at ease with reporting and number crunching
  • Strong business acumen combined with pragmatism, project management and problem solving skills
  • Ability to work alongside different management levels and to use data, experience and personal credibility to guide decision making
  • Positive, engaged and committed team player
  • Flexibility, with high tolerance for ambiguity
  • Able to work effectively in complex and changing environments while preserving strong stakeholder relations
