About the LNS

The “Laboratoire national de santé” (LNS) is a public institution under the supervision of the ministry of Health in Luxembourg. Organised as a multidisciplinary institute and supported by a professional services team, the LNS includes four scientific departments in the fields of medical biology, microbiology, forensic medicine and health protection, in addition to hosting the National Center of Pathology and the National Center of Genetics.
The LNS has its new premises in Dudelange, with state of the art, modern infrastructure in line with recent developments in medical sciences.
Its objective is to develop scientific and analytical expertise related to the prevention, diagnosis and monitoring of human diseases. Its ultimate mission is to serve patients and citizens and offer excellence in health care.

About the role

 

The Senior IT Manager acts as a strategic partner and leads a team of highly skilled IT professionals to deliver operational excellence. This is a key role within the LNS as the Senior IT Leader will design long terms goals while building strong relations with internal and external stakeholders.

 

Key Accountabilities

 

  • Design and drive the long-term IT strategy to become a national and international centre of excellence
  • Provide expert support and advice to senior management in line with the most up-to-date technology developments and innovation
  • Identify shortcomings in current solutions and propose and implement ways to enhance them
  • Be accountable for the full range of IT delivery, including IT security, data transfer with different external stakeholders and overall IT projects and prioritisation (infrastructure, application development, maintenance and support of IT systems)
  • Lead, engage and motivate a team of highly skilled IT professionals
  • Manage internal and external human resources ensuring proper and efficient allocation of projects in collaboration with relevant stakeholders
  • Deliver excellence and efficiency in daily operations focussing on high customer satisfaction
  • Manage IT security risks, including production stability, crisis management, disaster recovery, business continuity and access control
  • Ensure compliance with IT quality assurance through documenting and maintaining IT processes, including user and system manuals, licence agreements and all other relevant documentation
  • Overall financial responsibility for the IT budget of the organization
  • Be in charge of IT procurement, including negotiating cost-efficient hardware and software supply, including maintenance and external contractors
  • Represent the LNS within relevant networks and public administrations

 

Background and Experience

 

  • A minimum of 15 years of experience as Senior IT manager in a multicultural environment , ideally in the health care sector in Luxembourg, with progressive leadership responsibility (at least 5-8 years in a senior leadership role)
  • Master’s degree in Information Technology, Industrial Engineering or Computer Science
  • MBA or equivalent training and certifications are considered an advantage
  • Proven ability to advise and closely collaborate with executives with the aim to create win-win situations
  • Highly skilled at building relations based on trust and personal credibility, with excellent stakeholder management and customer focus skills
  • Superior communication and presentation skills, with the ability to convey key messages in a concise and clear manner to a non –specialist audience
  • Track record in building and maintaining motivation in customer centric and highly performing teams
  • Demonstrated risk management experience
  • Excellent analytical, problem solving and organisational skills
  • Resilience and ability to handle pressure and high work volumes
  • Fluent in French and English; any additional language, especially German, is considered as an asset
