About the National Health Laboratory

The “Laboratoire national de santé” (LNS) is a public institution under the supervision of the Ministry of Health in Luxembourg. As a multidisciplinary institute, the LNS consists of four scientific departments in the fields of medical biology, microbiology, forensic medicine and health protection. In addition, the LNS is also hosting the National Center of Pathology and the National Center of Genetics. The LNS has its premises in Dudelange since 2013.

The purpose of the LNS is to develop analytical and scientific expertise related to the prevention, diagnosis and monitoring of human diseases and to ensure the role of a national control or reference laboratory as well as to carry out forensic tasks. The institution also contributes to the development, harmonization and promotion of technical laboratory methods in close collaboration with local and foreign analytical laboratories. Within the scope of its responsibilities, the LNS also develops research and teaching activities in collaboration with ad hoc partners in Luxembourg and abroad.

With its modern infrastructure and the recent evolution of medical and analytical sciences, the LNS is an ambitious laboratory with innovative projects that increase its expertise in public health.

Missions

In close collaboration and under the supervision of the legal manager :

  • Drafting of contracts usual to the activity (contracts, agreements, administrative documents, letters, etc.) and monitoring the application of the various contracts/legal documents;
  • Review and validate legal documents (clauses, contracts, agreements, contracts, administrative documents, correspondence, etc.);
  • To ensure a legal and regulatory watch for the daily management of the entities;
  • Manage the relationship with external partners (lawyers, experts) in the event of a claim or legal dispute;
  • Be the guarantor of the institution’s legal documentation, ensure its update and management;
  • Be the main contact for any legal question internal or external to the institution;
  • Advise and assist LNS management in legal matters;
  • To position oneself on the legal and regulatory feasibility of the projects and to evaluate the constraints and associated risks;
  • To alert LNS management to the legal risks associated with the laboratory’s activities and to propose appropriate and pragmatic recommendations;
  • Ensure compliance with legal and regulatory requirements within LNS;
  • Participate in calls for tenders and ensure the proper follow-up of public procurement procedures.

 

Profile and required qualities

  • Master’s degree in law;
  • The certificate of complementary training in Luxembourg law (CCDL) is an asset;
  • At least 5 years of professional experience in a legal department of a company or a public administration, including a convincing experience on the Luxembourg market;
  • Ideally a good understanding of the medical/healthcare industry;
  • Legal practice in contract law (especially research contracts), intellectual property law and personal data law;
  • Knowledge of public procurement and public law.
