The Laboratoire national de santé (Luxembourg public institution) is recruiting a Digital Health Scientist (m/f) Ref°516 for a full time (40 h/week) role and a fixed-term contract for the Department of Microbiology.

The “Laboratoire national de santé” (LNS) is a public institution under the supervision of the Ministry of Health in Luxembourg. LNS is organized as a multidisciplinary institute and supported by a professional services team, the LNS includes four scientific departments in the fields of medical biology, microbiology, forensic medicine, and health protection, in addition to hosting the National Center of Pathology and the National Center of Genetics. The LNS is based at Dudelange, with state of the art, modern infrastructure in line with recent developments in medical sciences. Its objective is to develop scientific and analytical expertise related to the prevention, diagnosis, and monitoring of human diseases. Its ultimate mission is to serve patients and citizens and offer excellence in health care.

The department of microbiology offers reference laboratory activities in partnership with various other public and private laboratories in the country. At the same time, it works closely together with the Ministry of Health and the European Centre for Disease Prevention and Control (ECDC) on epidemiological matters, as well as the National Service for Infectious Diseases as far as diagnostics is concerned.

This is an unprecedented time within the healthcare system and LNS has a key role in national planning for pandemic preparedness. Digital transformation is a strategic priority and the department engaged in various European initiative to build a national laboratory surveillance module to support our reference laboratories activities.

Our expanding public health Microbiology prioritise the digital transformation to ensure real time exchange of surveillance data and providing a decision-making framework for experts and health authorities. We are looking for a scientist with expertise in health care IT and setting up data frameworks to be a part of a dedicated team to build and maintain the national laboratory surveillance hub with a strong commitment to collaboration, team working and personal development. The successful candidate will be competent to develop and collaborate on digitalizing projects and programmes in communicable diseases, but also IT infrastructure like laboratory information management systems. The position offers and requires a high range of creativity, motivation and room for professional development.

Responsabilities

  • Liaise with LNS IT department for managing department project to ensure compliance with LNS digitalization strategy including appropriate computing, network and data storage infrastructure
  • Design, develop, and execute high quality full-stack software solutions to address Digital Healthcare needs
  • Switch between front-end development and back-end development as required
  • Conducting data modelling sessions with business and technology representatives to identify data and usage requirements and model the outcomes in the data warehouses
  • Configure servers and develop databases for functionality
  • Ensure responsiveness of applications
  • Perform software unit testing, automated testing and integration
  • Maintain existing software codebases by addressing bugs and fulfilling change requests
  • Understand and leverage existing APIs and write effective APIs
  • Ensure compliance with IT development and security guidelines and standards
  • Automate the development lifecycle by employing Continuous Integration (CI) / Continuous Deployment (CD)

Qualifications & Skills

To be successful in this role, you will need to demonstrate a high level of technical skill and intellectual rigor and be able to cope with multiple and changing demands in a fast paced and unpredictable environment.

  • Master’s degree in IT or related field with more than 4 years of prior relevant experience.
  • Having a solid track record in software development preferably using some of the following technologies:
  • Container: Docker, Kubernetes
  • Backend: Python, Flask, Django, SQL & NoSQL technologies
  • Frontend: React, HTML5, JavaScript, Bootstrap
  • CI/CD: Git Integration
  • Experienced in design and implementation of large-scale & distributed software applications.
  • Strong computer science and software development fundamentals
  • Knowledge of IT security and digital health system standards is a plus
  • Fluent in spoken and written communication in English
