COO (Operations Director)

The « Laboratoire national de santé » (LNS) is a public institution under the supervision of the Ministry of Health in Luxembourg. Organised as a multidisciplinary institute and supported by a professional services team, the LNS includes four scientific departments in the fields of medical biology, microbiology, forensic medicine and health protection, in addition to hosting the National Center of Pathology and the National Center of Genetics. The LNS has its premises in Dudelange, with state of the art, modern infrastructure in line with recent developments in medical sciences. Its objective is to develop scientific and analytical expertise related to the prevention, diagnosis and monitoring of human diseases. Its ultimate mission is to serve patients and citizens and offer excellence in health care.

Permanent contract, full-time, entry date: immediately

The COO is an operational and strategic thought partner to the CEO of LNS, and the Board of Directors. He/she is responsible for managing and overseeing the day-to-day operational functions of the LNS. Of particular importance is the implementation of processes for improved efficiency and performance of all departments. He/she effectively initiates communication between all stakeholders in order to grow and support production and service activities to ensure smooth progress. He/she directly reports to the Chief Executive Officer. The goal is to safeguard and augment the efficiency of the LNS operations to facilitate accelerating development and long-term success.


Key Skills, Experience and Qualifications

  • MD or PhD in a field related to LNS activities.
  • Minimum of 5 years of work experience in a leading position in the LU health ecosystem.
  • Leadership experience in a clinical laboratory would be an advantage.
  • Previous experience in running operations; preferably lab-related.
  • Excellent organizational and leadership abilities.
  • Outstanding communication and people skills.
  • Working knowledge of data analysis and performance/operation metrics.
  • Strong written and oral communication skills.
  • Must be flexible, prompt, available and reliable.
  • IT skills: Proficiency in MS Office tools, accounting and management control software.
  • Language skills: fluency in French and English are a must. German and Luxembourgish would be strong assets.


Key Accountabilities

  • Closely collaborates with the Director and the CFAO.
  • He/she coordinates and supports production processes of the 6 medical departments Participates as an observer in the board meetings, and reports on his domain of competence to the board.
  • Defines the innovation of the production strategy based on the overall LNS strategy and checks if it is executed as planned.
  • Utilizes digital approaches and data to increase organizational capabilities, deliver efficiencies, improve operational robustness and foster a “digital culture” and data-driven approach within the LNS.
  • Leads the operations to advance strategy, culture, talent development, and operations with an emphasis on productivity, efficiency and quality.
  • Plans and monitors the day-to-day running of business to ensure smooth progress.
  • Evaluates regularly the efficiency of business procedures according to organizational objectives and apply improvements.
  • Utilizes performance metrics to monitor laboratory performance, achieve revenue, and margin targets.
