Laboratoire national de santé(Luxembourg public institution) is recruiting a Quality Coordinator Environmental Medicine/Health (PhD) (m/f) for the Department Health Protection in a full time position (40h/week) with a permanent contract starting at the earliest convenience.

 

About the Laboratoire national de santé (LNS)

The “Laboratoire National de Santé” (LNS) is a public institution under the supervision of the Ministry of Health in Luxembourg. Organised as a multidisciplinary institute and supported by a professional services team, the LNS includes four scientific departments in the fields of medical biology, microbiology, forensic medicine and health protection, in addition to hosting the National Center of Pathology and the National Center of Genetics. Its objective is to develop scientific and analytical expertise related to the prevention, diagnosis and monitoring of human diseases. Its ultimate mission is to serve patients and citizens and offer excellence in health care.

About the Department “Health Protection”

The Department Health Protection hosts three Units:

  • The Unit “Food monitoring” consists of a multidisciplinary team with strong expertise in analytical chemistry, molecular biology and food microbiology. The Unit is ISO/IEC 17025 accredited and hosts 14 National Reference Laboratories (NRLs) in food control;
  • The Unit “Environmental Hygiene and Human Biological Monitoring” has strong expertise in indoor pollution, occupational hygiene and human biomonitoring. The Unit is ISO/IEC 17025 accredited and will add the accreditation under ISO 15189 in 2024;
  • The Unit “Medical Expertise and Data Intelligence” hosts the medical, epidemiological and toxicological expertise in the Department, and this is an added value to the technical laboratory activities in the two other Units. The Unit also includes the team of field sampling nurses who go on-site in Luxembourg to take, for example, samples in the houses of patients or to do targeted sampling at the workplace of the patients.

About the new discipline “Environmental Medicine/Health “

Luxembourg has launched the National Service for Environmental Medicine on 17th of November 2022. The goal of this outpatient clinic is to support the correct diagnosis of patients with health problems caused or aggravated by environmental or occupational exposures. These are mainly patients with complex pathologies who do not respond or respond to a lesser extent to the prescribed medication or treatments. They often suffer from their symptoms during several years and have visited several medical doctors, without substantial improvement of their health problems that affect increasingly their professional, social and daily life.

The medical consultations of the National Service for Environmental Medicine take place at the Centre Hospitalier Emile Mayrisch (CHEM) at Niederkorn. Specialist-doctors in the domain carry out these consultations. Only patients who are referred by another physician (for example: general practitioner, pulmonologist, neurologist, …)  are seen at the consultation. Once the correct diagnosis has been established, the specialist-doctors at CHEM refer the patient again to the prescribing or treating physician.

Within this new discipline, the Department Health Protection of the LNS is in charge of:

  • all samplings on the field, for example at the patient’s house or at the patient’s workplace, via its Unit Medical Expertise and Data Intelligence;
  • Via its Unit Environmental Hygiene and Human Biological Monitoring, the Department ensures all laboratory analyses for environmental and occupational toxicology and more than 80% of the analyses in human biological samples;
  • Via its Unit Food Monitoring, the Department ensures all laboratory analyses of consumer products and food contact materials;
  • The Department also supports the specialist-doctors of the outpatient clinic by integrating all laboratory results and assessing the risks for human health. This is done by PhDs in the specific domains who are actively involved in European experts groups and follow the latest state-of-the-art in each area of expertise.

The Department Health Protection is now looking for an experienced and driving Quality Coordinator to establish and maintain a Quality Management System (QMS) for the new discipline Environmental Medicine/Health.

 

Job description

  • You set up a QMS for the process flow of the new discipline Environmental Medicine/Health. This in line with the QMS of the hospital and in line with the QMS of the Department Health Protection (ISO 17025, ISO 15189 and ISO 9001);
  • You report to the Quality Coordinator of the Department Health Protection and support the implementation of the QMS in the entire Department;
  • You support the Unit Heads and Quality Referents of each Unit to implement these accreditation norms;
  • You ensure awareness and involvement of all staff of the Department in the QMS;
  • In case of specific needs in one of the Units, you support temporarily more intensively the technical work in the Units.

This list of tasks should not be considered exhaustive. Missions may vary depending on the specific needs of the Department and/or projects.

Technical Profile

  • A PhD in bio-medical sciences, biology, biochemistry or a related field;
  • Profound knowledge of ISO/IEC 17025, ISO 15189 and ISO 9001;
  • Working experience in an accredited environment and/or in the set-up of QMS;
  • Working experience in microbiology will be considered as a strong asset;
  • A perfect fluency in English and French (oral and written);
  • Additional knowledge of German and/or Luxembourgish is considered as an asset.
