The “Laboratoire national de santé” (LNS) is seeking to recruit his Chief Medical Information Officer (m/f) on a permanent full-time position.

 

About the LNS

The “Laboratoire national de santé” (LNS) is a public institution under the supervision of the ministry of Health in Luxembourg. Organised as a multidisciplinary institute and supported by a professional services team, the LNS includes four scientific departments in the fields of medical biology, microbiology, forensic medicine and health protection, in addition to hosting the National Center of Pathology and the National Center of Genetics.

The mission of the LNS is to develop analytical and scientific expertise related to the prevention, diagnosis and monitoring of human diseases and to ensure the role of a national control or reference laboratory as well as to carry out forensic tasks. The institution also contributes to the development, harmonization and promotion of technical laboratory methods in close collaboration with local and international analytical laboratories. Within the scope of its responsibilities, the LNS is also leading research and teaching activities in collaboration with partners in Luxembourg and abroad.

With its modern infrastructure in line with the recent evolution of medical and analytical sciences, the LNS is an ambitious laboratory with innovative projects that increase its expertise in public health.

About the role

Reporting to the Chief Operating Officer, the Chief Medical Information Officer (m/f) leads a team of highly skilled IT professionals to deliver strategic excellence and operational IT services to the LNS. The strategy needs to be directed towards integration of the LNS IT systems into the modern Luxembourg healthcare IT structure.  She/he envisions, realizes and delivers the digital work environment for all departments. The CMIO builds strong relations and cooperates with internal and external stakeholders. She/he acts under the leadership of the LNS management team consisting of CEO, COO and CFAO and as a strategic partner to the COO and the CFAO.

 

Key Accountabilities

  • Strategic Planning and change management: Developing and implementing the organization’s health IT strategy in alignment with the overall business objectives, to improve patient outcomes and completely digitalize laboratory processes.
  • Electronic Health Records (EHR) Management: Overseeing the adoption, implementation, and optimization of electronic health records systems, ensuring seamless integration with clinical and diagnostic workflows.
  • Clinical Informatics Leadership: Collaborating with healthcare providers, clinicians, and IT teams to implement clinical information systems that support evidence-based medicine, clinical decision support, and patient safety.
  • Healthcare System Design & Implementation: Taking the lead in setting up an IT system for our specialized areas – Pathology, Genetics, Forensic Medicine, Health Protection, Medical Biology and Microbiology. This includes developing local infrastructure, optimizing, and maintaining state of the art and process directed laboratory IT.
  • Integration & Health Information Exchange (HIE): Ensuring effective integration of our IT infrastructure with other hospitals, enabling seamless data exchange including orders, transfers, results, reports and billing. Advocating for and facilitating the secure exchange of health information between healthcare providers and organizations to ensure continuity of care and coordination.
  • Data Analytics and Reporting: Leveraging data analytics to gain insights into key performance indicators such as patient outcomes, operational performance, and population health trends, which can support clinical decision-making and strategic planning.
  • Regulatory Compliance and accreditation: Ensuring the organization’s health IT systems comply with relevant healthcare regulations and standards.
  • Interoperability and Integration: Working to integrate disparate healthcare systems and technologies to enable efficient data sharing and improve interoperability among various IT applications.
  • Change Management: Leading the IT change management and contributing to managing organizational change related to the implementation and optimization of health IT systems, addressing resistance and fostering a culture of innovation.
  • Clinical Research Support: Collaborating with research teams to utilize health IT tools for data collection, analysis, and clinical research projects.
  • Vendor Management: Interfacing with health IT vendors to evaluate, select, and implement technology solutions that meet the organization’s needs.
  • Quality Improvement: Participating in quality improvement initiatives to ensure the effective use of health IT in improving clinical outcomes and patient experiences.
  • Continuing Education: Staying abreast of the latest developments in health IT, informatics, and relevant clinical practices to maintain expertise and share knowledge within the organization.
  • National engagement: Contribute as a stakeholder to the national Health Information Strategy in Luxembourg and its implementation

 

Background and Experience

  • A minimum of 10 years of experience in the medical information areas in a multicultural environment , ideally in the health care sector in Luxembourg, with progressive leadership responsibility (at least 5-8 years in a senior leadership role)
  • MD, PhD degree in a relevant field
  • MBA or equivalent training and certifications in project management are considered an advantage
  • Demonstrable experience in interoperability and system integration, facilitating seamless data exchange including orders, transfers, results, and reports, among different healthcare providers and organizations.
  • Prior experience in designing and implementing health IT systems for hospitals or diagnostic laboratories, particularly with a focus on Pathology, Genetics, Medical Biology and Microbiology, is strongly desired. Experience in integration with hospital information systems for efficient data exchange is a plus.
  • Proven ability to advise and closely collaborate with executives with the aim to create win-win situations
  • Highly skilled at building relations based on trust and personal credibility, with excellent stakeholder management and customer focus skills
  • Superior communication and presentation skills, with the ability to convey key messages in a concise and clear manner to a non–specialist audience
  • Track record in building and maintaining motivation in customer centric and highly performing teams
  • Demonstrated risk management experience
  • Excellent analytical, problem solving and organisational skills
  • Resilience and ability to handle pressure and high work volumes
  • Fluent in English and French/German; any additional language, especially Luxembourgish is considered as an asset
